First of all, this is not a tier list per se; it's more of a LUQ design thoughts sharing discussion.
Feel free to share your thoughts below =)
Direction Building Guide on LUQ:
I am new to LUQ. Where do I start?
How many LUQs can I make a month with and without paying?
Which LUQ will benefit both PvE/PvP?
What's the PvE path of crafting LUQ?
What's the PvP path of crafting LUQ?
Which LUQ crafting path should I take first? PvE or PvP path?
Assist & Totem PvE LUQ (Scenario-Based)
Here, we examine the LUQs needed for different PvE CoD OHKO formations, to better understand what is required.
We also examine one of the top global CoD players and the stones he used for CoD 60 OHKO (2018 April)

Which PvE Assist LUQ to craft?
Is SC/EBM or PS/EBM better?
PvE Totem LUQ
For PvE, damage inflicted (DI) increase is the most desired stat for OHKO.
Thus, #1 priority is LUQ with EBM sub and FS sub.
Following which, you can consider crafting the LUQ with IB sub.
PvE Utility LUQ (4 aspects to highlight)

There, you can see what tanking/ball-holding means in PvE for a non GK.
Why do we not just list the rank #1 LUQ for each design aspect? Why have so many options?

Striker LUQ (Short Discussion below):
How do I build my striker LUQ?
There are 2 concepts in general when it comes to making your striker LUQ.
(1) Make your striker LUQ based on what your striker lacks, relative to your current formation, team ace and the PvP meta.
(2) Make your striker LUQ based on the best in each design aspect.
Pros and Cons of both concepts:
Here, we will discuss about the best LUQ in each design aspect, relative to PvE & PvP.
For Beginners/Intermediate Players:
Image link for people who cannot see the table very clearly: i.imgur.com/G2mOaih.png
For Advanced Players (Tailoring the LUQ to your striker & PvP meta):
Question: Why was SoB/GoFJ the most popular striker LUQ in the past?
Question: Is SoB/GoFJ still relevant now OR do I have to consider making SoB/Glab instead?
Why is there a lack of consideration for critical rate when designing striker LUQ?
*Disclaimer, below is just a discussion and not a set-in-stone, build for any striker.
*Disclaimer, planet league seeds are not taken into consideration yet, especially penetration power seeds (if they even exist); can we put 5 penetration power seeds (adv) into one emblem?
*Most of the discussion considers a double assist 3 man front while Cypher can have Armel as a penetration totem with a sole assist.
*It's always good to separate your Damage/Penetration power LUQ and your critical rate PvP LUQ instead of making a half-hearted critical rate LUQ that doesn't stack critical rate to its maximum potential.

Striker PvE LUQ
*It is extremely important to be able to understand how the different stats compare with each other in terms of damage enhancement, so as to be able to understand the rankings of the Striker LUQ for PvE. Therefore, we will discuss a little about that.
Critical Damage VS Damage Increase to GK
Critical damage VS Receiving Pass
So, what is the exact difference in damage output in endgame OHKO, between the LUQs in the rankings? Let's say between #1 (SoB/GoFJ) and #3 (SoB/WC) - (For negative DR GK)
Why is there no LUQ ranking for high DR PvE GK?
So, which PvE Striker LUQ should I make??

Goalkeeper LUQ (Short Discussion + Q&A below):
Which GK LUQ to craft for both PvE and PvP?

Critical Resistance, Critical Damage Resistance, Defense
Penetration Resistance
Damage Reduction
Question: I have a ER/DM LUQ. Do I need to switch to DM/ER which is ranked higher now?

PvE GK Priorities
Which LUQ to choose for PvE?
Brief Discussion on PvP LUQs
Usually, we categorize PvP LUQs based on the PvP strategy that you are using, not including GK, striker, assist LUQ:
There are so many possible variations based on the PvP formation that you are using.
It highly depends on what you want to create, based on your PvP strategy.
It is usually a mixture of strategies, tending towards different % for the different strategies in a mixture.
For example, you might not want a full team of spirit generation. You might want a bit of damage walling in mid with a mixture of GK totems LUQ and spirit generation in backline.
Different people will have different inclinations towards the delicate mixture of PvP strategies used for each player card in the formation.
Here, we classify the PvP strategy into sole purpose LUQ or combination purpose LUQ.

Direction Building Guide on LUQ:
I am new to LUQ. Where do I start?
First of all, you need to know that there are 2 components to this game, PvE and PvP.
Old days, PvE content gives the best rewards. But it has changed since the 2018 November Major Patch.
Now, PvP planet league gives an important reward called potential seeds.
Understanding this is important because, LUQs are used to tackle game content, PvP or PvE.
And the rewards usually decide for you, which LUQ to make first, which game content should you tackle first?
Since both PvP and PvE are important now, you will want to make the LUQs that benefits both PvP and PvE first.

How many LUQs can I make a month with and without paying?
You can make around ~3 LUQs in 5 months without paying; hence, plan wisely.
With paying, it depends on how much you pay and the purchase events.
Generally, every 250$ USD should nett you one LUQ worth of spirit cores, with specific packages and purchase event.

Generally, every 250$ USD should nett you one LUQ worth of spirit cores, with specific packages and purchase event.
Which LUQ will benefit both PvE/PvP?
Usually, it's only the assist LUQ that can work for both PvP and PvE.
Thus, you can choose from SC/PS, PS/EBM or SC/EBM.
After this first LUQ, you will have to go on either the PvE or PvP paths of crafting LUQ.
Usually, the PvE LUQs will benefit PvP but the PvP LUQs are unlikely to benefit PvE.
Thus, you might want to go down the PvE path first.

Thus, you might want to go down the PvE path first.
What's the PvE path of crafting LUQ?
After the assist LUQ, you go for Striker LUQ > OHKO totem LUQ > GK LUQ
IB sub totem can come after GK LUQ
Total LUQs to craft: 5 [1 striker LUQ, 3 totem LUQ (EBM sub, FS sub, IB sub), 1 GK LUQ]
Optional: 4 (For PvE Utility LUQs, read the section below; currently not needed for PvE content)

What's the PvP path of crafting LUQ?
After the assist LUQ, you go for the GK LUQ > Striker LUQ > 2nd assist LUQ if any > PvP strategy based LUQ
Total LUQ to craft: >11 because usually you need more than one formation of 11 players, to tackle different PvP opponents and PvP meta may change with the balancing every patch such that you might need new LUQ for optimal team performance.

Which LUQ crafting path should I take first? PvE or PvP path?
It's usually recommended to progress on both path simultaneously, concurrently.
First, focus on PvE LUQs until you are comfortable with PvE (at least clear CoT 50/CoD 60). Then go for PvP LUQs, you should progress until striker LUQ, gk LUQ, assist LUQ are crafted and stop there, then come back and finish up your PvE LUQs. Once PvE LUQs are done, focus your mind on crafting the perfect PvP LUQs for your team.
Reason being, the total amount of PvE LUQs you need to make is only 5, for the current content.
2nd reason, PvE rewards still >> PvP rewards, with CoD, CoI, CoT, Dimension Bosses, especially Legendary/Superb Bosses which are important although you can also enervate them with lots of crystals.
3rd reason, PvE LUQs can be used in PvP also, to a certain extent, providing some benefits.
Without the PvP LUQs, it does not mean that you will lose out on all PvP rewards. You can still get some rewards by getting to Champions League, and lower planet league rewards, as long as you particiapte.
4th reason, you need to have a good grasp of the game before you craft your PvP LUQs.
Going down the PvE path first, get a good experience of PvP first, instead of rushing to make PvP LUQs and making the wrong ones. LUQs are not easy to come by, not cheap to make.

Which PvE Assist LUQ to craft?
You want at least one SC/PS for long range strikers and either one of SC/EBM, PS/EBM.
These 2 will be the priority.
If you run Dalgi for PvP, then IC/PS can be a consideration.
These 2 will be the priority.
If you run Dalgi for PvP, then IC/PS can be a consideration.
Is SC/EBM or PS/EBM better?
As seen from the CoD OHKO video, you could possibly need the extra spirit for 1.5 bar strikers.
With the active, PS/EBM would be better than SC/EBM without active.
If it is a 1 bar active striker, PS brings spirit and 15% more pass while SC adds 10% critical damage.
Hence, the question is, whether if 10% critical damage > 15% more pass.
This depends on the total critical damage of the striker.
When the striker total critical damage is low, 10% critical damage will enhance damage output more than 15% pass.
When the striker total critical damage is high, 15% more pass will generate more damage output.
Another consideration is the rerolling of stone slot. Baltheon does not have a WW/green slot.
Thus, you would need to reroll your spirit stone slot if you are planning to use PS/EBM.
Otherwise, you can use Sakiel who can equip both SC/EBM, PS/EBM and is as good as Baltheon.

Why do we not just list the rank #1 LUQ for each design aspect? Why have so many options?
First of all, you may not need the rank #1 LUQ to do what is needed.
Secondly, other LUQ design might be beneficial for PvP too.
For example, ER/DM or DM/ER can be used for GK also. Hence, you might want to make that instead for tanking.

Concept (1)
Cons:
Your formation changes, your ace changes or the PvP meta changes and what your striker needs, changes. Hence, such a LUQ strongly limits your formation/ace choices.
For example, you decides that your striker needs around 350% critical rate and make a LUQ to get him there, based on the current formation.
But suddenly, a super critical resistance GK appears or you change a totem in your formation or team ace, and your striker critical rate drops and you want to get him back to 350%, you might need to make a new LUQ again.
Pros: You get a LUQ that is delicately, perfectly designed for your striker, relative to a specific formation/ace, for the specific PvP/PvE meta.
Concept (2)
Pros: Aspect based LUQ is usually unaffected by formation/ace changes because it gives you the best stat in that design aspect already; you cannot get any better LUQ. It's usually only affected by Bigball balancing which is salvaged by the recall system.
For example, if you want your striker to crit, you make a best critical rate LUQ based on concept (2); no matter how you change your formation/ace, or how the PvP meta changes, the specific LUQ will give you the best critical rate unless Bigball balancing.
Cons: It is not specifically, perfectly designed for your striker in its current formation. Your striker might lack other stats not related to the aspect that the LUQ is best in, for example, critical rate, penetration power, critical damage, etc.

Here, we will discuss about the best LUQ in each design aspect, relative to PvE & PvP.
Reason being, every team formation, team ace creates so many different possibilities and there are so many different strikers in the game and it is POSSIBLE to discuss the best LUQ for specific striker in the current PvP meta but that's not what we are going to do here.
We recommend making the best LUQ in each design aspect for NEW/INTERMEDIATE players but if you are an end-game player with most necessary LUQs, it's recommended to design a perfect LUQ, specifically for your striker/team which will last around 6 months ~ 1 year before it get phased out by a new power-creep striker.
For example, Cypher, in this current PvP meta, being the #1 striker, deserves a LUQ specifically made for him, relative to your team formation, ace, totems & PvP meta etc.

For Advanced Players (Tailoring the LUQ to your striker & PvP meta):
Question: Why was SoB/GoFJ the most popular striker LUQ in the past?
Pre-nerfed GoFJ LUQ sub provies 40% critical damage and 20% penetration power on shot (based on 2 targets).
That allowed the popular strikers such as Miri/Vonchi to attain close to 120% penetration power (w/ jiho) before the introduction of Raphaela while also providing the highest possible damage in any form of LUQ, with 35% RPE and 120% critical damage at max stacks.

Question: Is SoB/GoFJ still relevant now OR do I have to consider making SoB/Glab instead?
For PvE GK, high DR ones probably only have 60%~70% DR but in contrast, PvP GK have >85% DR (well-built ones) and hence, penetration power is much more important in dealing higher damage for strikers in PvP.
it's recommended to try to reach 100% penetration power after debuffs for more damage.
SoB/GoFJ provides 11% less pen but 30% more critical damage than SoB/Glab.
The 30% more critical damage will make up for some loss of damage due to the lower penetration power, against high DR PvP GK.
The difference in damage output is probably low, not enough to warrant a change to SoB/Glab instead.

Why is there a lack of consideration for critical rate when designing striker LUQ?
It's always good to separate your Damage/Penetration power LUQ and your critical rate PvP LUQ.
The most popular GK (Ein, Raphaela, Presty) are non-critical resistance GK. They can be crited upon with ease.
If you are facing a critical resistant GK, then consider using a high critical rate striker like William or a critical rate PvP LUQ.

Critical Damage VS Damage Increase to GK

Critical damage VS Receiving Pass
Using empirical data, mimicking endgame PvE CoD OHKO conditions,
You will see that 35% more RPE approximate 45%~50% critical damage under endgame OHKO conditions.
Both are then affected by DR and defense in the same amount/manner.
You will see that 35% more RPE approximate 45%~50% critical damage under endgame OHKO conditions.

So, what is the exact difference in damage output in endgame OHKO, between the LUQs in the rankings? Let's say between #1 (SoB/GoFJ) and #3 (SoB/WC) - (For negative DR GK)
It's around ~12% critical damage difference between #1 (SoB/GoFJ) and #3 (SoB/WC)
Between #1 (SoB/GoFJ) and #2 (ShoT/SoB), it's even closer, ~7% critical damage difference.
The drop-off in damage comes from #3 to #4 rank.
The difference in damage between #1 (SoB/WC) and #4 (WC/GoFJ) is >20% critical damage difference and so on.

The difference in damage between #1 (SoB/WC) and #4 (WC/GoFJ) is >20% critical damage difference and so on.
Why is there no LUQ ranking for high DR PvE GK?
To be honest, >50% DR is considered high in PvE; while >80% DR is rare but also possible in PvE match design.
Thus, the PvE striker LUQ for maximum damage to a GK with 50% DR and to a GK with >80% DR would be significantly different, due to the different impact of penetration power; hence, the recommended LUQ for high DR gk will vary significantly, based on the GK DR.
For the most popular striker Miri, she can reach 100% penetration power with a 35% pen LUQ, preferably Glab/WC or SoB/Glab with very good pen substat, for high DR PvE GK.

So, which PvE Striker LUQ should I make??
Usually people will go for SoB/GoFJ, since many PvE enemy GK falls into the low DR category.
For cypher, he also debuffs PvE high DR GK to low DR region.

Goalkeeper LUQ (Short Discussion + Q&A below):
Which GK LUQ to craft for both PvE and PvP?
Our recommendation is to craft a Penetration Resistance LUQ and a Critical Resistance LUQ.
For critical resistance LUQ, it's recommended that you choose the rank #1, PoME/HoM that provides the highest critical resistance.
Because enemy striker can crit you even with that 15% critical chance that you are giving them by choosing an inferior critical resistance GK LUQ. That might cost you the PvP match.
For penetration resistance LUQ, you can choose either the rank #1 or #2 LUQ. The difference is not that significant.
You can also choose based on the stone slots that your GK has, such that you do not need to reroll your GK stone slot.
For example, Presty can use DM/ER instead of ER/DM, and thus, will not need to reroll spirit stone slot.

Critical Resistance, Critical Damage Resistance, Defense
For the best critical resistance, critical damage resistance, defense LUQ, it's pretty straightforward, from the values you can see which is the best.
You will always want to go for the maximum critical resistance that you can get if you are building a critical resistance GK.
Because any veteran players would know, PvP match RNG is always NOT in your favor.
Enemy striker can crit with even a 5% chance while your own striker might not crit with a 90% chance.

Penetration Resistance
Penetration resistance synergizes with damage reduction.
If you have 0% damage reduction, penetration resistance becomes redundant.
Hence, the more damage reduction that comes with a penetration resistance LUQ, the better.
Thus, star tears which does not provide DR and does not synergize with DM, is rated lower.
For DM/ER versus DM/PoME, it depends on the GK inherent DR and the PvP meta.
DM/ER provides 13% less DR but 10% more heal on every shot, relative to reduced healing over time, but it can still be significant especially when enemy striker is taking >3 shots to kill your GK.
The more shots the enemy striker needs, the better DM/ER is.
If the PvP meta is whereby enemy striker takes 1~2 shots to kill your GK, then DM/PoME is better.
If your GK has inherent low DR, then DM/PoME is better.
Also, if you are going against Cypher who reduces DR from passives by 50%, then DM/PoME is better.
The same goes for ER/DM versus PoME/DM.
As for Ermaltion and PC, they provide critical damage resistance, HP which are not the most desirable stats in PvP for GK.

Damage Reduction
In the current PvP meta, most GKs have sufficient damage reduction such that adding penetration resistance provides a better reduction of damage received by the GK. Thus, most people will make a penetration resistance LUQ for their GK instead of DR LUQ.
In addition, damage reduction is cumulative and not additive; meaning the more damage reduction you add onto the GK, the less increase in DR you will get.
Depending on what kind of GK yours is, a critical resistance GK will use POME/ER while a non-critical resistance GK will use ER/POME; that's if you decide to craft a DR GK PvP LUQ, which is not recommended.

Question: I have a ER/DM LUQ. Do I need to switch to DM/ER which is ranked higher now?
The answer is NO.
DM/ER provides 5% more penetration resistance and 25% more critical resistance while ER/DM provides 5% more heal and 25% critical damage resistance.
Hence, the question is, how much more damage will 5% more penetration resistance (DM/ER) reduce as compared to 5% more heal + 25% critical damage resistance (ER/DM), assuming you are not resisting critical shots.
The answer is, not much, not that significant, to warrant making a totally new LUQ for your GK.

PvE GK Priorities
The #1 priority in PvE is to survive in a backline is to negate the penetration power of enemy striker OR to make sure enemy striker does not crit.
The #2 priority is to be able to have at least some sort of self heal when attacked.
The #3 priority is to have good DR which is usually covered by GK passives to a reasonable extent.

Which LUQ to choose for PvE?
Usually, people go for ER/DM or DM/ER, because it provides most of the things needed for a GK to survive in PvE.
Penetration resistance, self heal, DR and critical damage resistance (ER/DM)
If you are going for resisting critical shots in PvE, choose your LUQ based on the scenarios.

- Sole purpose LUQ means it's recommended that both the LUQ main & sub are used to achieve the sole PvP strategy/purpose.
- Combination purpose LUQ means that either main or LUQ sub is sufficient to achieve one PvP purpose and you can have 2 PvP strategy/purposes in one LUQ.
