As mentioned above, new players will have:

Legendary Goalkeepers & Strikers are like one notch above the SR players so you definitely have to select one from each role.
For passer, there are a few SR passers like Sakiel (Light) which can perform as well as legend passer, in terms of pass for resulting damage.

What if I drew/obtained one or more of the above legends from random boxes already?
If you have already drawn/obtained some of the recommended starting legends from reroll or the free random legend boxes (rank 30 or tutorial), you can pick your remaining legends from the above table.
Personally, for PvE, I would go for Nabi (PvE), Linco (PvE + Galaxy Live), Serestia (PvE) and Askeladd (PvE) first.
If you would like to focus on PvP, I would recommend Felix (PvP), Queen (PvP), Catharsis (PvP) and Duran (PvP).
But that's a personal choice, based on experience.
You can pick whichever of the above that you want, based on what you need or desire.
Ideally, you want to pick legends that excel in both PvE and PvP first.
Personal Experience Sharing / Explanation on the above recommendations
First, I will talk about Raphaela. Before reborn patch, she is the only GK used for CoI (Colosseum of Infinity) to achieve floors 90+ and no other goalkeepers come close to what she can achieve. She leads other goalkeepers in PvE by a huge margin.
Stern is a newly released, legendary goalkeeper that was average upon release and suddenly got buffed to an insane PvP tier (active CD reduced to 1 min).
Stern is designed to defend well against enemy OHKO formations, through his block active which gives him 97%+ DR and over 100% penetration resistance.
Stern requires special PvP strategy to kill, such as spirit drain or front lock or a super speedy AB recovery front such that you can shoot in between the cooldown of his active CD; vulnerable towards Uranus, Bora, Kirin, Cypher, Eleanor etc.

Second, for Baltheon, he used to be the best passer since year 1 of Soccer Spirits but as time goes by, more and more 5* passers have been introduced and some have passing power close to Baltheon such as Sakiel. As such, Baltheon, albeit the best legend passer, does not lead other SR passer by a huge margin.
Dalgi is only for the stacked active strikers, Vonchi, Cypher, Uranus but not for Miri.

Third, for the PvP strikers, it depends on your match-up against enemy goalkeepers. Uranus does poorly against Ali, Cypher/Mirage does poorly against Raphaela while Eleanor does poorly against Presty but all of them perform fairly well against all other goalkeepers (*does not include Stern because specific formation will be required to get past Stern active & it's not just about the striker).

Fourth, for Miri, as a PvE CoD striker, the best CoD score is obtained with quick OHKO and Miri leads other strikers in terms of OHKO by a slight margin.
However, Miri can be replaced by other SR strikers to clear the Colosseum of Despair for the same results and hence, it's okay not to have her.
For Star Labyrinth, Mirage is the best striker and leads all other strikers by a huge margin.
Serestia helps in Star Labyrinth with her HP damage upon death, and is useful for many of the Star labyrinth bosses.

Lastly, beyond striker/goalkeeper/assist, you will need forward passer from mid and backline for PvE, hence, the recommendation of Nabi and Askeladd.
Jibril is just extraordinary for both PvE and PvP. Queen is mainly used as an IC holder, for PvP OHKO formation to get the ball to the front.
Also, pick the legends based on what you feel that you need, for example, if you need a CM for PvP, pick a CM legend.
Lif, Serestia and Felix bring different things to the table.
*However, if you have any plans to make specific mono-element or hybrid-element teams, it's better to keep your legend pick boxes and ask veteran players specifically on which legends to pick, for specific mono/hybrid elements.

- A L Pick Ticket from Miri's Update Special Gift (Will be automatically sent to Inbox of existing and newly created accounts between July 15th and August 16th 8am PDT).
For New Users:
- A L Pick Ticket from Chapter 3-6 clear.
- A Random L Ticket from Chapter 6-7 clear.
- A L Pick Ticket from Chapter 10-9 clear.
- A Random L Ticket from New User Reward Login (Day 6).
- A L Pick Ticket from New User Reward Login (Day 13).
- A L selective draw (30 retries) after the completion of the tutorial

As mentioned in the 1st question, for new players starting after 29th June 2020, are likely to start with ~8 legends.
If you have less than ~8 legends in your old account, you should consider starting a new account because legends cost a lot to obtain in this game.

Which Server to start on?
All the servers are at least 4+ years old so it makes not much of a difference.
Korean/Global are the most populated servers and also has the highest difficulty in terms of PvP.
Galaxy/Universe are less challenging but also much less populated, with lower variety of teams/clubs there.
Most of the active veterans in the English community comes from Global server.
So, pick whichever server that you prefer.

Picking/Selecting Your Starting Legends (Recommended*)
As mentioned above, new players will have:
- 6 free selected legends (3 from quests and 2 from new player daily login rewards & at least 1 from the selective draw)
- 1 free selected legend* (from reborn major update event)
For the 3 free selected legends, the basic method will be to select:
- 1 Passer (Assist), 1 Goalkeeper, 1 Striker

Recommendations (for new/returning players):
- For goalkeeper, pick Raphaela because she is versatile, usable for both PvE, PvP, Star Labyrinth, Galaxy Live and Club match as well.
Stern is great for PvP but cannot work for most PvE content. - For assist, pick Jibril because she works for most strikers and she is like S tier for all other game content as well.
For your OHKO assist, do not choose Baltheon but instead, try to find Sakiel (SR) through scout/draw/SR pick ticket and use Sakiel.
You cannot pick Tiffon because she is a new legend. (*new legends are classified as new star and not obtainable from normal legend pick tickets) - For striker, pick Mirage because she is the best striker for Star Labyrinth and works for PvP, Galaxy Live and Club match as well.
For CoD, we can use SR strikers to clear the whole CoD floor 1-50 like Hiro, Sharr, Nitro, Shanti, Damien which are easy to build by collecting spirials from Trial of Stars.
