It has been a long time since I've written a recall discussion.
The major difference now is that, the recall system has changed, once again.
Prior recall discussions were based on the old recall system:

The new recall system is now based on classic/new-stars instead of seasons, with other conditions being the same.
Timing of Angela Nerf
Angela nerf was something that everyone anticipated because she was one of the best 5* goalkeeper, even better than Jin who is a legend.
However, the nerf came one patch after the introduction of Presty.
Why not earlier? Why not later?
Anyone who has maxed and used the infamous durangela before her nerf would have been addicted to having an invulnerable GK.
If Bigball has nerfed Angela before Presty was released, the community would have no options to turn to, except Black Tortoise.
However, Black Tortoise is not very popular, due to the widespread of William x Sharr x Bora strikers.
By introducing Presty before nerfing Angela, it's a message from Bigball
Because these players who have been addicted to Durangela, an invulnerable defense option, will no longer feel the same with a nerfed Angela.
The question is, how much weaker is Angela now compared to before?
Remember:
Because that's what Angela is all about. Being broken. Not being strong.
If she is no longer broken/invulnerable, that means she is no longer what she used to be.
Next, we will define what 'broken'/invulnerable means, in the terms of the pre-nerf Durangela.
The Invulnerability of Pre-nerf Angela

First, let's look at how Angela was nerfed:
How was Angela so OP that she needed a nerf?
On first sight, the nerf looks rather minor to Angela and she should still be good.
However, the main weakness of Angela is:
Hence, the total DR nerf shouldn't be viewed as purely 10% but we should look at it from a bigger picture, 50% DR nerf when HP goes below 80%.
after the 10% DR + 15% penetration power resistance nerf + 1~3% self-heal nerf (50~100 HP less self heal)?
Most Angelas have ~2500 HP, with some having ~3000+ HP.
As mentioned, Angela weakness is the 80% HP condition that gives her an extra 40% DR.
With all the extra damage taken, it can be really hard to keep Angela above 80% HP in PvP.
Will Angela still work and How can we make her work?
This can be really tricky.
Yes, Angela is still strong in PvE where you can manual and support her with heal/dr totems.
Similarly, in PvP, we can still make her work. But how?
To understand how to make Angela work, it requires an in-depth understanding of how damage/penetration power works
However, it is expensive to switch stones everytime you meet different strikers.
Therefore, good luck with making Angela work.
Ideally, you should try to use a Dense Magma with 10%+ damage reduction substat.
So you won't have to switch stones around.
Does this mean that we don't have to recall Angela?
If you were using Durangela, I think you are still fine.
But if you are using Angela alone, without Duran, it is probably going to be very tough in PvP.
What this means is, We ask for your understanding that now, you need to purchase Duran for your Angela (PvP).
The Current Situation
Currently, of all the goalkeepers, there are only 4 that stands out BUT you can only recall for 1 of them.
You cannot recall Angela for a legend (Presty). You cannot recall Angela for Glayde (New Star). You cannot recall Angela for Angela.
Hence, there is only one recall option for you -> Black Tortoise
What about the other goalkeepers?
Simply put, they sucked, and are worse than Angela.
Hence, unless you want to use Black Tortoise, there is basically no one for you to recall for.
My Recommendation
Black Tortoise and Angela runs different backlines.
Angela requires Kevin for affection chain.
Black Tortoise focus more on critical resistance totems (Silk) and magnus etc.
Hence, if you do not have the players for Black Tortoise, it might be better to stick with what you have, aka Angela.
If you have the players for both, I will think both are equally good but personally, I prefer Angela more.
Lastly, I will recommend keeping Angela because she is still the best goalkeeper for Ardor at the moment >> Lucian.
What else can you do?

First, let's look at how Angela was nerfed:
- Analyze Offense Patterns II: Decreases the damage you receive by [25% > 15%] when an ally within the position gets attacked. (Initially recovers [10% > 8%] HP for every ally attacked.)
10% DR decrease & 2%~6% HP recovery nerf - 10% critical damage resistance buff & 15% penetration power resistance nerf
How was Angela so OP that she needed a nerf?
- Angela by herself is pretty much OP and unkillable already.
But when she is paired up with Duran(angela), Jiho etc, that's where she becomes Broken.
Mainly due to the 40% penetration power resistance in total and lots of critical damage resistance
She takes only 200~300 damage from critical shots. - Angela can reach a high amount of critical resistance such that many strikers are unable to crit her.
No critical shots = low damage shots. - Angela is able to reach high DR ~ 90% DR which is good against damage inflicted increase strikers such as Sharr.

- Decreases the inflicted damage by 40% when your HP is 80% or higher
Hence, the total DR nerf shouldn't be viewed as purely 10% but we should look at it from a bigger picture, 50% DR nerf when HP goes below 80%.
Now the question is, how much more vulnerable is Angela now?

Most Angelas have ~2500 HP, with some having ~3000+ HP.
- Having 10% less DR would mean taking ~100 more damage and healing 50~100 HP less would mean taking ~200 damage more.
- 15% less penetration power resistance will mean Angela taking even more damage now, when not paired with Duran.
If enemy strikers are at 0% penetration power with Duran after Angela nerf, that means no extra damage is taken.
But without Duran, it is most likely going to mean Angela will take more damage against strikers with penetration power from substats. - This can all come up to a total of around ~300 extra/more damage taken, over a HP of ~2500.

The good thing about Dense Magma against these strikers is, these strikers do not reduce Angela DR and the frontlines of such strikers usually do not contain Elaine either. - Against high damage inflicted strikers such as Sharr, we need to use more DR to counter their damage inflicted increase.
Hence, Angela equips Protection of Mother Earth (PoME) unique and runs magnus x dr totems x dr ace in backline.
However, it is expensive to switch stones everytime you meet different strikers.
Therefore, good luck with making Angela work.
