Basically, I wanted to find out how much crystals, $$$ or time you need to make 7* players:

Hence, I've added them in now. But, be surprised at the conclusion that is arrived at.

First, what I wanted to do was to determine the amount of crystals you need to make a 7* player using 6* penguin matches only from 2* players.
A.K.A you do not need to draw any 5* players and use only 2* players from free ST.
In the above table, we have all the data we need to calculate the amount of crystals we need to ST a 7* player from 2* player.
Also, the above values are down to 999 decimal places in excel but I rounded it up for it to look good.
But when the calculations are carried out, the exact values are used as the cells are linked via equations.
Hence, you might feel some discrepancies in the calculations below due to the rounding up in the respective tables.
But no worries, the FINAL values, in tables below, are accurate as the exact values are used instead of the rounded values.
You need to level your main 5* card to level 50 and level 60.
Then you need six 6* cards (Level 1 is enough for ST material) to ST your level 60 6* to 7*.
To make six 6* cards, you need to level six 5* card to level 50 and then ST them with five 5* cards (Level 1 is enough for ST material).
Hence, you need to level one card to level 60, and level 7 cards to level 50.
In total, you will need 36 5* cards which means you need to level 36 4* cards to level 40 and then ST them with 4x 4* cards each.
This means you will need 144 4* cards at level 1 as ST mat and 36 4* cards at level 40 to create the 36 5* cards.
In total, you will need 180 3* cards to level 30 and then ST them with 3x 3* cards (Level 1) each.
This means you will need 540 3* cards at level 1 as ST mat and 180 3* cards at level 30 to create 180 4* cards.
Hence, the values in the table above.
Next, to determine the amount of 6* penguin matches needed, we refer to the 1st table.
You take the number of level 50/40/30/20 needed multiplied by the 6* penguins matches needed for a single level 50/40/30/20.
For example, you need to level 50 seven 5* cards, multiplied by 10.2 in the first table, you get 71.4 which is rounded to 72 in the 2nd table.
So the conclusion is, if you start from nothing, you will need ~3000 crystals to ST a base 5* player to 7* using 6* penguin matches only.
Next, I wanted to look at the case at which most players are in.
Which is we already have level 60 6* players sitting around in our team.
It's basically similar to the 2nd table, except you don't have to level the base 5* card to level 50 and level 60.
Hence, one less level 60 and level 50 to do and only ~2900 crystals needed instead of 3000 to buy 6* penguin matches.
What I want to emphasize in this table is, if you start from 5*, that means you get the 36x 5* from draws and you still will need 205 crystals to buy 6* penguin matches to level six of the 36 5* players drawn to level 50 so you can ST them to become 6x 6*.
After knowing the crystals needed to make 7* players via using 6* penguin matches only,
I wanted to look at how much crystals and $$$ will be needed if you make 7* players from draws only.
If you use mileage only, its around 8182 crystals or 910$ USD to draw 36x 5* to make a 7* player.
If you use draw only, excluding mileage, it is around 19636 crystals or 2182$ USD to make a 7* player
What if you use a combination of both?
By trial and error, we can see that approximately 5750 crystals will be needed to get 6x 6* to make your 7* player.
Assuming you already have a level 60 6* player.
5750 crystals translate to approximately 638$ USD to get 6x 6* from a combination of mileage + rare draw.
Finally, I wanted to see how long it will take to make 7* players the f2p way.
Meaning, you only use free ST to farm free penguin matches.
Summary, you need APPROXIMATELY 6 weeks to make a 7* player if you farm 24/7, using free ST with free penguin matches.

As you can see, even if you use 4000 crystals for draws and use 3* + 4* to create 6* ST mat, you would also need to spend another 2000 crystals on penguins.
Hence, it's not exactly better to use 3* & 4* to create 6* ST mats.
It is in fact more tiring to do so. You might as well go for 6000 crystals draw and start from 5* instead, where only 205 crystals worth of 6* penguin matches is needed (based on 3rd table from the top).
Comparison of creating 6* ST materials from Draws VS 6* Penguin matches
To create 6x 6* ST materials from Draws only, using all players (including 3* and 4*) to create 6* ST materials, 4000 crystals will be used.
Using the same amount of crystals (4000) via 6* penguin matches to create 6* ST mat will result in earning 2,400,000 more gold and making 2x more 6* ST mat.
Drawback is, more ST will be needed to farm 2* players and do the 6* penguin matches and more time needed.
If you decide to use only 5* players from draws to create 6* ST mat, you would need ~6000 crystals.
Using the same amount of crystals (6000) via 6* penguin matches to create 6* ST mat will result in earning 3,600,000 more gold and making 6x more 6* ST mat but 3858 less GP.
Drawback is, more ST will be needed to farm 2* players and do the 6* penguin matches + more time needed + 3858 less GP earned.
Conclusion
It is more crystal effective or $$$ effective to use 6* penguin matches.
However, more time + ST will be needed and it will be more tedious and tiring to do.
