[Guide] How does the new block system work™?

I understand that many people have questions about how exactly does the new block system work.
Below is an explanation of the mechanics for the new block system.
But before that, I shall elaborate a little on the old system so that you can understand better from the differences.
The mechanics of "The Old Block" System is pretty straightforward.
But to understand the block system, first, you might need to understand some basics of the action bar system.

If you do not understand what that guy is writing, it is fine.
The thing you need to note is, the maximum unit to get a turn is 3000.
Mechanics of the old "Block" System (Before Summer Update):
1) Maximum block that a player can do to another player is (- 800)
2) Regardless of the number of times you blocked a player, you will still block him for (- 800).
Hence, infinite turn players or players with high action bar recovery was able to 'infinite block' other players.
This resulted in rage/rant from other players which in turn resulted in the change.
Mechanics of the New/Latest "Block" System (After Summer Update):
1) Maximum block that a player can do to another player is still (- 800).
2) In comparison with the earlier system, now, for every consecutive time you block a specific player, the amount of block you do is decreased by a flat 25%.
3) After 4 blocks, the 5th block will result in a block of (- 0) and hence, having no effects.
4) The block decrease counter resets when the player gets a turn and carried out an action.

Player B has the ball.
Player W blocks Player B for the 1st time (- 800).

Other players' turn are up, so Player B passes the ball to > Silla > Sammy > Lia > and
The ball is passed back to Player B before any of the opposing team could move.
Then:

Player W blocks Player B for the 5th time (- 0)
Player X blocks Player B for the 6th time (- 0)
Player Y blocks Player B for the 7th time (- 0)
Player Z blocks Player B for the 8th time (-0)
Player B gets his turn and carries out an action (passes to Silla > Sammy > Lia > Self )
The block decrease counter resets.
