An Explanation on Sharr Top Tier Rating™

After writing a comparison on William vs Leventor, I've received even more PMs regarding why Sharr is rated above them both.
Thus, I've decided to make a thread, to explain the rationale behind the Sharr rating.
What makes Sharr so special?
The skill that puts Sharr in a different league from other strikers:
Pulverize II:
Increases the inflicted damage on the target by 20% for 10 min with an attack
Sharr is the only striker that has a skill that increase inflicted damage on goalkeepers (a.k.a lowering gk damage reduction)
So how does this skill make Sharr OP?
Sharr alone, probably doesn't show the power of this skill.
Only when she is synergized with EBM and Elaine's active, thats when her powers start to show.
Sharr prowess does not come from 100% penetration power.
Instead, she reduces enemy gk damage reduction to negative where penetration power is no longer necessary.
So what can Sharr do with this skill that other strikers cannot?
Colosseum of Despair (CoD) is ranking based.
To be #1 in CoD, you will need Sharr.
Because with this skill, only Sharr can OHKO CoD 50 Jin in less than 3 minutes.
For CoD 44, Sharr can OHKO Kei in less than 2 minutes.
The timing is important because time equates score in CoD; to be #1 in CoD.
What brings up the argument that Sharr is not above William or Leventor?
This comes from the recent William buff that people are saying William can OHKO any GK in PvP.
That is undoubtedly true to a large extent.
However, our player tier list ratings do not only look at PvP but also PvE (CoD).
CoD wise, Sharr > William or Leventor.
PvP wise, a player who achieve galaxy league with William, Leventor can also do it with Sharr.
There are many galaxy league formations used by top players which proves this.

Overall Conclusion
Sharr OHKO abililty in PvP might not be as awesome as William or Leventor.
But when you build her the right way with the right frontline, she can bring any players to Galaxy League as shown above.
But in PvE, Colosseum of Despair, neither William nor Leventor can do what Sharr can achieve.
In addition, Sharr pulverize skill is unique to her and her only. It is something that all other strikers don't have.
Therefore, this gave Sharr the one and only 'S' rating in our player tier list.
